Although I don't claim to be an expert in this area, as I understand it, Apple did in fact understand the importance of 3rd party developers to the success of its platform. However, MSFT got more developers for business productivity tools. This happened partly because Apple focused more on the educational, desktop publishing, and home markets. One certainly could argue that they should have focused more on the business markets than they did, however they had a disadvantage here, trying to compete against Big Blue, whereas MSFT rode in on IBM's coattails in the business market.
