From what I remember, Japan, Russia and Germany were already very close to having their own nukes. No, they were not. Hitler didn't believe in it and personally shut down any further efforts, Japan, no way, they had been rolled over flat - and Russia? Without the help of Klaus Fuchs and next the Rosenberg couple, no way, far off! All of that said, you seem to forget, that a couple of test explosions were back then necessary to create a bomb.
