No, they were not. Hitler didn't believe in it and personally shut down any further efforts, Japan, no way, they had been rolled over flat - and Russia? Without the help of Klaus Fuchs and next the Rosenberg couple, no way, far off!

All of that said, you seem to forget, that a couple of test explosions were back then necessary to create a bomb. First one of those, the Truman doctrine, and then...Boom!
