You are kidding, right? We already lead in those technologies. Granted, our ability for manned flights is compromised for the moment, but in every other field we can do things that no one else can. Look at the Dawn mission. It flew to and orbited Vesta. Then it went to Ceres where it is orbiting now. All previous, multi-body missions were fly by missions. And then there is the Curiosity rover. Nobody else has done anything close to these.
