There are plenty of people who live in rural areas to create good risk pools. I think Obamacare should not exist and these risk pools would do just fine.

Insurance companies are not normally organized by whether the patient is rural or urban, however, as it generally would not create a normal risk pool. I think they'd rather have a solid cross section of risk.
