The comments are a gas. 6.25 inches in the Olympics foothills. That is almost a full years total down here! Count your blessings!

Perhaps you could help agitate for a minor pipeline from the Columbia to Lake Shasta head waters, say a 3 foot diameter. Much like the Hetch Hetchy pipeline that crosses California near our farm in the Central Valley, put in place by some visionary men 102 years ago over the protests of John Muir and the environmentalists of the day. Certainly a three foot diameter tap of the mighty Columbia would not harm the downstream flow of that basin, yet it would do so much for this drier southern state. Eventually it is all just lost to the ocean.

Yeah, probably a bit radical but actually doable.
