That's actually a great idea. You notice, it's voluntary. He's just copying New Mexico, where a philanthropist funded having those IUD devices implanted in any high school girl that wanted one for ten years. After ten years, the teen pregnancy rate in New Mexico was down 48%. Now that the philanthropist isn't doing it, the state may fund the idea. It SHOULD be instituted nationwide, for any woman that wants one.
