If someone WANTS to mitigate risks they purchase insurance.

If they are being subsidized, as more than 90% of those who have signed up by Obamacare are, it takes on the greater attributes of socialism. Add in the gross margin restrictions and the legal requirement, combined with what can only be called irregularities of the law, and what you have bears little, or in most cases, NO resemblance to mitigation of risks.

It isn't insurance anymore. It is a system designed for failure and one which is failing far faster than anyone expected, even with the illegal manipulations by the president.
