Pirate copies of Windows do get a free upgrade to Windows 10, they just won't receive a legal license to the software.

Microsoft has still not shared where they want to go with this, apart from bringing almost all of the installed base to their latest software, which will reduce their costs.

I think the driving force will be the reduction of available compromised zombie machines to carry out hacker attacks. Microsoft came under intense pressure from the Pentagon and NSA after 9/11 for providing an operating system without much security which led to the introduction of free Microsoft Security Essentials or Windows Defender. I suspect this is the second half of this problem they have to fix.

Beyond security Microsoft will likely find some ways to monetize some pirate copies in the future.
