The state has historically featured an arid desert climate, with droughts extending for multiple decades at various times during the past millennium. What's happening there now is simply CA's climate reverting to its historical norm. Perhaps Governor Moonbeam should be throwing money at desalinization plants instead of blowing tax dollars on bird chopping windmills and choo choo trains to nowhere..
