Did Will factor in the retirement of baby-boomers, at 10,000 a day? No

He doesn't need to.

From Pew:

Roughly 10,000 Baby Boomers will turn 65 today, and about 10,000 more will cross that threshold every day for the next 19 years.

From Wiki:

LFpop = labor force population
(generally defined as all men and women aged 15–64)

They aren't counted any longer and thus have no effect on participation rate in either the numerator or denominator.
