The solution to the water problem in CA is pretty simple. Start charging farmers for their water based on reasonable market rates. So, when an almond grower uses 1.1 Gallons of water for every almond he produces, he is compelled to sell almonds based on what it actually costs to produce them. And if the price is too high people will quit buying them. He'll stop producing them and someone, somewhere else, where there is plenty of water, will start producing them instead. This is why CA has a water problem. Not because of any drought. You can't go around blaming the weather for things that just happen in life. Droughts can be terrible but we [people] don't cause them; we just have to deal with them as best we can.
