Well, the Russian political structure isn't doing too well right now but that hasn't stopped Putin from taking Crimea and threatening other countries in the area.

It was Gorbachev that broke up the Soviet Union and it wouldn't have mattered much WHO the president of the U.S. was at the time.

Actually, Carter probably would have done much better with the breakup.

He would have worked to get a more stable political system in Russia.
