The Titan Corporation Announces Year 2000 Agreements
With Multiple Major U.S. Telecommunications Companies
---------------------------------------------------------------------------
San Diego (December 17, 1997) -- The Titan Corporation (NYSE:TTN) today
announced that it has entered into Master Agreements with several leading
U.S. telecommunications companies to provide Year 2000 work. Titan has
commenced work on the initial tasks, totaling $3 million, under these
Master Agreements, and expects to perform work on a significant number of
additional tasks under the Master Agreements in the future.

According to Gene W. Ray, President and Chief Executive Officer of
The Titan Corporation, "Our Year 2000 practice is a natural extension of
our Software Systems division's work and focus in the telecommunications
industry. We are pleased that it is enabling us to win new clients among
some of the most respected companies in the industry. With the Year 2000
opportunity being so vast," Ray added, "we are finding our specialization
in distributed client/server and network architecture applications to be a
useful differentiator in the marketplace. This specialization has also
enabled us to avoid the simpler and more highly-competitive Year 2000 arena
of pure COBOL mainframe applications."

Tom Konchan, Titan Software Systems Vice President and General Manager,
added, "We have focused on providing complete Year 2000 solutions to major
telecommunications companies because these companies have significant Year
2000 needs and they want to work with strong vendors that understand their
culture and business. Our background in telecommunications Operational
Support System development and integration, coupled with our proven Year
2000 process, has made us an excellent choice for them."

Titan Software Systems' Year 2000 practice is based on a proven, web-based
Year 2000 Compliance Conversion process. The process covers the complete
life-cycle from Executive Awareness Programs, through Analysis, Conversion,
Testing, and turn-up of converted software in production environments.
Titan Software Systems has been independently evaluated and found to
exceed Software Engineering Institute (SEI) Capability Maturity Model (CMM)
Level 2.

Titan Software Systems' Year 2000 practice specializes in Year 2000
Compliance Conversion of distributed client/server and network architecture
applications. According to Konchan, "These applications tend to be
distributed across several platform types, including mainframe, UNIX
minicomputers, and desktop computers. In order for Year 2000 vendors to win
and successfully deliver this type of business, they must have broad skills
covering each platform and the plethora of operating systems, programming
languages, and third-party middleware running on each platform. Titan
Software Systems' broad experience in client/server and network
architecture application development and integration has prepared us well
for Year 2000 Compliance Conversion efforts in this arena. Our clients tend
to look to us to help with some of their most complex applications - such
as multi-platform, object-oriented applications written in languages such
as C++.

Titan Software Systems partially automates the Year 2000 process using a
combination of best-of-category third-party tools tightly integrated with
in-house developed tools. "Our integrated Year 2000 environment enables us
to compete cost-effectively across each of the three key platform areas:
mainframe, UNIX minicomputers, and desktop computers. This integrated
environment is especially important in the UNIX minicomputer and desktop
computer environment where the applications tend to be object-oriented and
distributed, and where third-party Year 2000 tool support is lacking,"
stated Konchan.

Added Gene Ray: "We have found that Titan Software Systems' experience in
Systems Integration is helping us win Year 2000 business because many of
our clients want a Year 2000 vendor that will be around to help them after
their Year 2000 problem has been solved. So, we see a clear and strong
synergy between the Year 2000 business opportunity and the Systems
Integration business opportunity over the next few years."
