The poor don't make enuf money to pay income tax. In fact, the R's want to make them even poorer by cutting their tax credit.

Cutting taxes on the middle class will reduce revenues, which means fewer cops, fire stations, and teachers, and more potholes. Middle class wants fewer potholes, and more of the others, and will move to find them.
