It was expressed very simply and clearly but I'll try to help you out anyway.

Redistribution is taking from X and giving to Y.

A reduction in what you take and/or what you give is not an example of redistribution despite Steve Benen (who's article or blog post you posted), its an example of reducing the amount of redistribution.

If your against a reduction in redistribution to the poor, then of course you can complain about such reduction (if it actually occurs), but you can't reasonably complain that a reduction in redistribution is itself redistribution.
