It is precisely what SHOULD have happened.

These schools didn't use any snow days so they're closing TWO DAYS ahead of schedule.

This is exactly what you want: Budgets that are tight enough to cause administrators not to waste money. And tight enough to make them realize they have no room to spare when negotiating salaries.
