Verbally challenging the Russians just kicks up the popularity of whomever is running their country at the time.

Putin seems very popular right now although he's been denounced for his aggression in Ukraine by just about everybody in the west.

And everybody knew that the U.S. has ALWAYS outspent the Russians on defense and that the U.S. would never attack Russia as long as the Russians had enough nukes to wipe out the U.S.

I don't see anything that Reagan accomplished by throwing trillions at the pentagon other than creating this deficit spiral that we now seem to be stuck with.
