Tax cuts as "redistribution upwards" only makes sense if cutting someones taxes amounts not to taking less but to giving something. Seeing a tax cut as the government giving something to you (rather than just taking less), only makes sense if you believe the income already belongs to the government.

That's what you don't get.........as a citizen of this country, you are required to help pay for its gov't. Its not an option; its a requirement. If X revenue is needed to run the gov't and that's what's been paid thru taxes for years and suddenly you reduce X to Y in the form of a reduction to those taxes that make up X, it is a tax CUT. The winger theory is that by cutting taxes it will generate income from other sources to make up for the loss to X. Unfortunately, that rarely happens. That's why Rs have been a big fail when it comes economics. However, they don't care because really they just want to cut taxes at any cost to the gov't that is supposed to run this country so that it remains in their wallets. That's why you all are not very nice people. Rs are narcissistic, self serving, arrogant people who refuse to work with the rest of us to make this country better.
