One of the downsides encountered by many of the highly intelligent is a minimal tolerance for boredom. There is nothing new about some people being "over-qualified" for jobs, with the implication that if something more attractive comes along, the candidate might move along too easily. This is just a variation on that idea.

The other alternative is to promote those who are over qualified and bored so we get a better class of mgmt. in the PDs of this country. That's how it works in most org. Never thought of that, did you?

I think it is a smart policy designed to save taxpayers money.

Of course, its always about the money with you.
