The rate was not determined by someone's wealth.

Its hard to find a ton of information about specific rates quickly but apparently the initial tariffs were on whiskey, rum, tobacco, snuff and refined sugar. I suppose with people being much poorer then they might have been a bit of a luxury but they were hardly things only available to the rich. There was an additional 10 percent tariffs on goods carried by foreign ships. That would apply to anything imported on such ships.
