Corporate tax rates could be higher at that time because there was no meaningful global economy.

Today, we have to compete with the rest of the world if we want to sell out products to them or have businesses choose to locate here rather than somewhere else.

The existence of the corporate income tax is just about as stupid a policy as we could have at this point in time. We are shooting ourselves in both feet.
