I'm not sure it would have that effect on volatility but CJ seems to favor high taxation in an effort to redistribute wealth.

I think it is clear that any tax rate which would function to redistribute on a consistent basis would also do serious damage to the prospect for meaningful economic growth.

The search for the elusive free lunch continues, though.
