Yeah, the situation just caught her off guard a little, slowmo, but you must have missed the second part of her speech following the station break.

During the break, her staff scrambled and retrieved her formal evening attire and makeup, and quickly corrected her earlier appearance.

The networks just uploaded an image of her all dressed up and made-up properly when she resumed her speech after the station break. Looking at the picture, I think you'll agree that she was much more presentable after the break and looking like her true self once again; very professional and dignified.
