Everybody collects the same tax -- online or brick and mortar, it's federal after all.

Collection and administration would work similar to the Federal excise tax on gasoline.

Repeal the 16th and approve the sales tax as an amendment in its place with an absolute rate or formula written into the the amendment, the rate temporarily overwritable by a vote in both houses of Congress by a vote of 75% plus one and signed into law by the President. Period of the overwrite not to exceed one year. If they need it longer than one year, the rate increase would have be re-passed by Congress 75% plus one for another year and signed, again, into law by the President.

I'm tired now and not thinking as straight as I might, but I think that makes the deal pretty tight... Maybe not water tight but it's a good start. I think the important things are that the Constitutional Amendment takes control of tax writing out of the hands of Congress and decreases, to a large extent, their ability to manage the tax laws for their own benefit. Additionally, there's no longer any worries about tax exemptions or deductions or the opportunity for the monkeys @ IRS to screw with the tax payer.. No need for the IRS at all now that I think about it. Individual vendors @ the state level would simply deposit the tax receipts in a Fed account set up exclusively for collection of the tax.

And besides, as I've said so many times before -- Nobody's business how much money I make, except for my employer and nobody's business period how I spend it. Sales tax fixes that.
