Most are. No law can tell a drug how it is allowed to impact someone.

Eliminate the thought about which ones are illegal. Just for a moment.

How many people drink coffee?
How many people consume alcohol?
How many people smoke cigarettes?

All drugs .. just no laws against them. All seriously addictive. All mind altering.

So what percentage of the population uses drugs? The vast majority already does.

Then we get into the pills the medical profession pushes .. legal drug dealers.

Only a few of the drugs known to man have had laws passed against them. The biggest one is marijuana. Laws against marijuana were passed with testimony before congress that included a statement from Harry Angisler "Marijuana makes the darkie feel he is equal to the white man. Makes them rape our white women."

Current drug policy was born out of racism. It has evolved. You can't just say "I found a darkie smoking a joint." Not good for today's police report.
