Absolutely, if there's no God and you can escape punishment by earthly authorities, there's no restraint on what a person may choose to do. Look at bentway as an example, he has bragged about dosing people with LSD unawares a bunch of times. And he bragged about spitting in food he prepared when he worked in a restaurant years ago. He's clearly a sociopath restrained only by fear of getting arrested. That's the only reason he doesn't poison and shoot people.
