Just two months ago, President Obama held up the Baltimore police force as a model of unbiased community policing. Now he's investigating it for civil-rights violations. What's changed? In a March White House report on police reforms, Obama and his Task Force on 21st Century Policing praised Baltimore's force and its black chief for "implementing national best practices for policies and training," including "use of force" reforms. His task force even quoted Baltimore Police Commissioner Anthony Batts, who said he changed "outdated procedures" that "put officers at odds with the community."Yet now the Obama Justice Department is investigating the Baltimore police for a "pattern or practice of discriminating" against the black community in "arrests, traffic stops and other operations. " The federal probe is separate from an ongoing federal inquiry into the death of Freddie Gray, which focuses on the alleged misconduct of six Baltimore cops involved in his arrest, half of whom are black.It's absurd to think that black police officers under the direction of a black police chief are inherently biased against young black men. So why does Obama keep charging police bias where mixed-race juries weighing all the evidence conclude there is none? He was just as wrong in Sanford, Fla., where he and his attorney general scolded local police for not charging George Zimmerman with murder, as he was in Ferguson, Mo., and Queens, N.Y.Why does he keep launching investigations into police discrimination and portraying cops as rabid racists? Because these probes provide a political justification for federalizing local police forces. Last week, Obama said he's dispatching federal civil-rights officials to retrain cops in "every city and jurisdiction around the country" to be more culturally sensitive to urban blacks. This so-called de-biasing retraining, according to the same White House report, centers on "respecting" black perpetrators and teaching "de-escalation and tactical retreat skills" when confronting them in high-crime areas. In other words, giving people space to break the law, which also means giving them space to ambush and kill cops. Five NYPD cops already are believed to have been shot by African-American criminals in just the past five months. Last week, 25-year-old officer Brian Moore was fatally shot in the head, allegedly by career criminal Demetrius Blackwell, while sitting in his car. FBI crime data over the past decade show that African-Americans commit a disproportionately high 40% of all cop-killings — more than three times their representation in the population — yet this administration is forcing local police to lower their guard when dealing with blacks in crime-infested urban areas. The policing reforms he's already forcing on more than 20 police departments across the country — including Seattle, Cleveland, Las Vegas, Newark, N.J., New Orleans, Philadelphia and Ferguson — are based on the studies of social psychologist Lorie Fridell, who argues legal definitions of unlawful discrimination are "outdated" and should be broadened to include even unquantifiable prejudice against people of color that occurs "outside our conscious awareness." While she admits the link between blacks and violent crime is statistically strong — African-Americans commit 53% of all murders and are 10 times more likely to commit violent crimes than whites — she trains cops to resist that "stereotype" through what the White House calls "counter-stereotyping." According to her PowerPoint presentations, Fridell recommends routinely testing cops for "implicit" or "unconscious" bias and "unlearning" their experience associating blacks with crime. By retraining cops' minds to perceive blacks as less of a threat, Fridell and Obama hope they'll be less likely to use lethal force against black suspects. Fridell recommends banning all criminal profiling that takes a suspect's race into account. By criminalizing crime-fighting, Obama is not only endangering more cops' lives but those of citizens they're sworn to protect.
