Micromanaging 38 million people keeps 123K tons of plastic bags out of the waste stream, and the Pacific Ocean, and vacant lots, and freeways and alleys every year; not to mention a whole lot of CO2 out of the air, not to mention a whole lot of other things. Too many assholes out there thinking only about themselves to leave matters of The Commons to the better nature of man. Has 65 saved lives or prevented cancer? I'm not sure it's been studied. Lots of companies took carcinogens out of their products, not only here, but nationally, in response. Decreased death rate from cancer is more because of advances in treatment and detection.
