Here is part of the reason, it happens a lot on larger orders now. I suspect you are on the other side of one of these orders. On penny stocks it is not uncommon to see fractional cent quotes but the systems we have access to won't allow us to put in trades for less than .01.

You also see it in managed money accounts were they execute large blocks to be allocated to many, many accounts and they use a weighted average cost..
