It seems the author is being a little uptight about his notion of "reformation". He is worried that any reformation in Islam based on a "return to basics" will actually cause radicalization. He may be right, but people are seldom that extremely "logical". We all know that "mellow" versions of Islam are possible; all of us met "mellow" Muslims, and they're OK. They're no jihadists. Al-Sisi is pushing for a "mellowing" of Islam, and seems to be getting at least some attention from Egypt's religious leaders.

The idea of "live and let live" - to most sane, balanced humans - is a greatly appealing concept. With a little effort, it is possible to see most belief systems in this light.
