First who told you that it was supposed to rebuild America's infrastructure? Fox News?

$800 billion is a drop in the bucket when it comes to America's infrastructure. To put this into perspective, China has spent to date $300 billion just on fast trains.

Second, Wharf gave you the answer which looked to be correct. So why are you asking me again?
