Market makers don't have to borrow shares to short. They can sell all the naked shares shorts that they want.

Can they also short on down tics?

Dave,

I knew they didn't have to short on an uptick and could short virtually any stock they wanted to but I didn't know they could short naked. That sounds ridiculus to me. If the SEC and NASD really want to make an impact on the way guys like this trade, they out to take away some of these perks. Hell, anybody could make money in this game if they could trade like that! Talk about having the odds stacked in your favor.
