How much does land cost in Arkansas? How much does land cost in Calif? And its not just land. CA has more political and regulatory costs. Which is why my post contained "Sure CA will be more expensive, but most of the route isn't urban which will bring the cost down." and "Even if its going to cost 5 times as much in CA" That 5 times as much was for rural areas where 5x is likely generous. Urban areas could be more than 5x, but unless the whole route was urban (which would also add a lot of costs for rail but i'll ignore that for now) it would have to cost something like 18x as much in CA to hit the cost for mile from your earlier post. Since a lot of the route would be rural it would actually have to be much more than 18x as expensive.
