Note the "and rules" part.

Also government and government funded organizations almost always respond to their failures with "we needed more money, and if you give us more now we can prevent a repeat". There isn't any good reason to think that more overall budget money going to Amtrak would have gone in to safety rather then a lot of less important things Amtrak is prone to spend money on.


The rules played a role but that doesn't change the fact that you Rs have starved Amtrak for decades. Amtrak has every right to ask for more money; Amtrak is one of the Cinderella stories created by Rs in Congress.
