We can have an argument about "why" but the reality is that idiots in CA haven't built a reservoir of any substance in 35 years even as the population doubled. You have no one to blame but yourselves. It is idiotic. There are lots of reasons: Environmental nutjobs, a shortage of money because you people can't control your spending, and the refusal of Reagan to use federal dollars to pay for it. But the bottom line is that you've gotten yourselves into a pickle.
