What they voted on was to give Bush the authority to use war as a bargaining chip. That is what Bush demanded. They did, and instead of bargaining he went ahead and invaded. Which, technically he had the authority to do. But it was in bad faith. Such niceities don't matter to sociopaths.

Several top staffers have left the foundation since Chelsea came onBoard as vice chairman in 2011. “A lot of people left because she was there.
