No. Bush led us to war. By every means at his disposal, including misrepresentation of intelligence. His administration even went so far as to try to ruin the careers of those who provided evidence contrary to the lies he peddled to the American public about the dangers facing our country. He then graduated to presiding over the most ruinous economic downfall in recent times, indeed one of the worst economic downturns in American history.
