We hadn't exhausted all other options by the time we went to war. Others said similar things. Clearly many were under the impression that war was a last resort, not a first choice. And this resolution was so that Bush would have all options on the table when negotiating. And lets not forget.......if Bush had waited and let the UN inspectors do their jobs, he would have learned that Saddam did not have WMDs. Oh wait, maybe that's why Bush was in such a rush.
