People start up the spy agencies to catch the like of Boston Bombers before they do it, but despite being warned by the Russian agencies, they were too busy recording your information to deal with the actual problem. Have a read of the New Zealand GCSB efforts over the decades. Laughable. Some stereotyping and Google-style algorithms are the way to catch the evil-doers. Mqurice
