Delta smelt are not causing any trouble, let alone all of it. Farmers just like to say that, cuz they rely on government water, and don't want to admit that fact. Lack of water falling from the sky is to blame. It's called "drought". Last year, it was the worst drought in 1200 years. This year, it's more likely to be the worst in 1500 or 2000 years than 1201.
