The urban heat effect is caused by streets, parking lots, buildings, cars (made of concrete, asphalt, brick, metal) absorbing solar heat and holding for release over time.
You're partially correct, but the main factor is the clusters of high rise buildings that absorb the sunlight and by back and forth reflectance retain the energy for a much longer time than would occur with a planar surface.......there are solar cells produced with pitted, etched, and polycrystalline surfaces to use this effect. So yes, I know what it is and now you do also.
