The problem with EITC is that it is, by a wide margin, the most abused provision in the Internal Revenue Code. No one who understands this would suggest an expansion of it without first solving the problems of abuse.

And I can tell that that provision has been the most abused since a year or two after its inception under which billions are stolen from American taxpayers every single year. I've represented many clients before IRS who abused it where it would never have been caught had I not volunteered that fact.
