I think you're confusing two different things. Water that has already been treated is stored in reservoir that may be covered.

But big reservoirs that haven't been treated are just lakes for the most part. Like Travis. Or in Dallas, like Ray Hubbard or Lewisville or White Rock. Or where I live, Ouachita, Hamilton & Catherine. These are just water supplies.

There was one open air reservoir in the NW they drained because someone peed in it. Idiotic. But that would be after the water has been treated.

How do they keep birds from flying over and crapping in the reservoir? How about the fish who live in the water ... what do you think they do?
