It is a classic case of government going off a useless tangent producing a result the local people don't want and cannot afford. Apparently Portland fought it for as long as possible and finally threw in the towel on a $300 Million expenditure.

It is hard for me to understand how these people tolerate federal bureaucrats coming into their cities and doing this kind of crap. I guess living in the country I don't get it. But when I lived in the city I don't remember them collapsing before the federal government like these people.
