It is bizarre but the only reasonable conclusion is that it will allow unions to apply pressure to non-union shops so that they, too, can escape the ravages of the minimum wage.

Unions have never been about doing what is best for the rank-and-file.

Not all unions are slimy but this one is in LA. Its an easy way for them to get businesses to allow them to unionize their employees; in turn, the businesses can pay sub minimum wages. Enough said.
