I think he probably just meant to ship the anthrax to Texas preparatory to the invasion and forced internment of troublemaking dissidents in vacant WalMart stores.

The other eight states just got anthrax by mistake. Remember when certain high profile congress peeps got the anthrax letters? Same thing.
