That was already happening when Shrub took office. It might have happened with a war, if only we had raised taxes to pay for it, instead of cutting them.
This was Clinton's last budget...

I know; I got them in '06. The war was still being fought that year, but not with my tax dollars, since I didn't pay any. Even carried part of the credit over to '07.
