It is my observation that the rules are a lot looser for a BB stock than for a NASDAQ National Market issue for example. I am of the opinion that the MM's or other "insiders" to the business can get away totaly with "minor manipulations" of the rules on an indefinate basis and can also get away with more major manipulations on a short term or sporadic basis. The reason for this is lack of oversight (or rather lax oversight) by the SEC or Nasdaq or any other group.

This is just my opinion and is based solely on few 1st hand observations.
