We have a WINNER!!! According to the January, 1998 edition of the National Geographic magazine, in the cover story entitled "Making Sense of the Millennium":

Kirabati, a nation of islands in the South Pacific, has moved the International Date Line and will claim the first dawn of the year 2000.

Note: Howland, Baker and Jarvis are some of the islands that make up Kirabati.
