To be fair, ISIS needed the chaos in Syria to become a force. Without the victories against Assad, they would have been yet another faceless militia.

Not just now but all the way back to its first substantive appearance. ISIS is a direct result of Obama's weakness. Which everyone cautioned him about to begin with.
